Deployment of intelligent transportation systems introduces new challenges to State and local transportation agencies that operate under existing procurement policies. Traditional procurement practices were developed to support the design and construction of roads and bridges or to design and construct rail projects. As such, they do not readily accommodate the special needs of ITS procurement which is focused on operations. For this reason, the transportation professional must recognize the special considerations required in ITS procurements, and understand how they can be accommodated. This seminar is intended to heighten awareness of the challenges in procuring ITS within the traditional construction project environment. It combines lectures with presentations of case studies to describe the lessons learned from past ITS projects, and explain how this can be incorporated to help ensure successful ITS procurement. This seminar is a companion to, but not a prerequisite for, "ITS Software Acquisition".

This seminar is designed for State, local, and Federal transportation professionals who are directly involved in procuring ITS systems. Specifically, those personnel who are responsible for developing and reviewing Statements of Work for ITS procurement, including program managers, contracting officers, and attorneys.

Mr. Fromm is the Western Region Manager for PB-Farradyne and a senior professional associate in ITS within Parsons Brinckerhoff. He is a certified instructor with NHI with over 16 years of experience in planning, designing and delivering Intelligent Transportation Systems for traffic and transit applications. Mr. Fromm has been involved in the procurement and delivery of a broad range of ITS applications ranging from the Smart Trek Model Deployment projects in the Puget Sound to transit applications for Tri-Met in Portland to the deployment of tunnel management systems in Oahu. Glen is currently leading the technical development of the Oahu Regional ITS Architecture. Glen is a member of ITE, ITS America and ASCE and has served in local and national committee roles for ITS America and ASCE.
Erin Ehlinger is the national manager of ITS Planning and Policy. She began her career at the Washington State Department of Transportation, a leader in ITS, 20 years ago. Her experience includes planning, designing, implementing and operating ITS, including both freeway and arterial applications. Her current work focuses on improving management processes to ensure agencies maximize our ITS investments. Recent consulting assignments include development of strategic plans for Virginia DOT, Alaska DOT & PF, the greater Cincinnati Region, and evaluating FDOT's ITS program in the Miami region.
