Seismic Bridge Retrofit Design

Objective:
This course will provide detailed guidance in seismic evaluation, design, analysis and strategies for retrofitting highway bridges. Training will also include hands on retrofit design examples and earthquake disaster response and inspection.  See attached course outline.

Who Should Attend:
State bridge engineers, County engineers, consultant structural engineers, Federal bridge/structural engineers involved and responsible for seismic design, analysis and retrofit of bridges.

Instructors:
Myint Lwin is the Structural Design Engineer with the Federal Highway Administration, Western Resource Center (WRC) in San Francisco.  In addition to providing technical support, he is responsible for structural review of federally funded highway projects in the 14 WRC states.  He is often called upon to participate in project development of major bridges across the country.  He was the former State Bridge Engineer with the Washington State DOT.  While with WSDOT he was instrumental in developing, promoting and getting funding for the WSDOT Seismic Retrofit Program.

Mark Yashinsky is in charge of Caltrans Post-Earthquake Investigation Team. He is also on the Earthquake Investigation Committee for the ASCE Technical Council on Earthquake Engineering; the Earthquake Engineering Research Institute (EERI) Reconnaisance Team investigating the 1995 Kobe, Japan Earthquake; the Pacific Earthquake Engineering Research Center Reconnaisance Team for the 1999 Chi Chi Taiwan Earthquake; and also will spend two weeks in the field studying the January 26th Garajat, India Earthquake. He has written many articles, papers and books about bridges and earthquakes including the USGS Professional Paper on Highway Systems during the 1989 Loma Prieta Earthquake. He is also in charge of performing hazard analyses and risk assessments for Caltrans' Office of Earthquake Engineering. He teaches seismic bridge design at Caltran's Bridge Academy for new engineers.  He travels around the world giving lectures on Caltrans current seismic criteria.  When engineers from around the world come to Caltrans to learn about seismic design, he will often talk with them and take them into the field to view first-hand Caltrans' bridge projects.

Pat Hipley is in charge of Caltrans' Bridge Strong Motion Instrumentation Project. He received an award from Caltrans for saving over 100 million dollars by identifying errors and wasted dollars during Caltrans retrofit program.  He received BS degree in Civil Engineering in 1988 from Cal Poly San Luis Obispo, California.  He worked for Caltrans in construction office in Oakland, California on various new bridge and retrofit projects until 1994.  From 1994 until present, he has been part of the Earthquake Engineering group performing design work for new structures and bridge retrofits.  He specializes in development of seismic codes for various retrofitting methods including isolation and damping devices and composite column casings.
