DESCRIPTION:

Value Engineering is the systematic process of review and analysis of a project during its design/development phase to provide suggestions for reducing its total cost while providing an equal or better quality project. A Value Engineering review is made by a multi-disciplined team whose objective is to: (1) investigate/analyze the design of an existing project; (2) analyze project functions and costs; (3) creatively speculate on alternative ways to perform the various functions; (4) evaluate the best and/or least life-cycle alternatives; (5) develop acceptable alternatives into fully supported recommendations; and (6) present the team's recommendations to management. This workshop provides the Value Engineering education necessary for the participants to successfully participate in future value studies. It also encourages formation of inter-active Value Engineering teams at the State and division office level. The workshop incorporates value analysis of actual projects furnished by the host agency.

Professional and technical staff of FHWA and State highway/transportation departments, including officials of local transportation agencies involved in recurrent Federal-aid work.

INSTRUCTORS:

Donald Jackson

Mr. Jackson received his Bachelor of Science Degree in Civil Engineering from Prairie View A&M University in Prairie View, Texas in 1970 in which he signed on with FHWA as an Engineer Trainee. Mr. Jackson also received his Master Degree in Engineering Administration with a specialization in Construction Management from George Washington University in Washington DC. Mr. Jackson has served 30 years with the FHWA on numerous assignments.

Edward Johnson, PE, CVS

Mr. Johnson has a B.S. in Civil Engineering. He started his career in 1952 with the Bureau of Public Roads. His 21 years of service included all phases of Federal-aid highway development including design, construction, planning, and project review. In 1973, he joined the FHWA as their VE Engineering Coordinator. For nine years, he supervised and participated in the development of the VE training program and materials now being used by the National Highway Institute. During this period, he instructed over seventy VE training workshops for 2,000 Federal and State highway officials and conducted studies on over $3 billion of highway projects.

David Wohlscheid, PE, CVS, Vice-President

Mr. Wohlscheid has a B.S. in Civil Engineering, and is licensed in numerous states. He has practiced VE since 1978 and currently manages the VE Department at Pacific Environmental Services, Inc., a MACTEC Company (PES). He has served as lead instructor on 104 week long VE training courses resulting in over 3,200 engineers and technicians trained worldwide. He has served as CVS team leader on 230 project studies with a total estimated construction value of $4.8 billion. These studies have resulted in implemented savings of $375 million. In addition to the VE responsibilities, he has served as an active design engineer for 30 years.

  3. Private company participation is on a space available basis at a fee of $650.00. We will fax you a letter indicating whether a seat has been reserved for you by May 22, 2001.
